New box won't restart

I recently built a new box with:
Gigabyte GA-7DXR MB
AMD 1.4Ghz
512 MB of PC2100 DDR RAM
Microstar MS-8831 video card
Win 98

I'm having two slightly annoying problems.

First. If I try to Restart my computer, it shuts down Windows and puts the monitor in sleep mode, but locks the system up and I have to press the restart button before the system reboots.

Second. When the energy savings settings kick in to turn off the monitor, it goes black, but does not go into sleep mode.

Any ideas on what to try would be appreciated.

check your bios powersaving mode.
make sure its set to what u want...
need more info? check your motherboard manual.

then also check your power saving options in windows.

OK. Resetting the ACPI Sleep Type in the CMOS resolved the problem of the monitor not going into sleep mode.

However, the system still won't restart. Could this be a problem with the power supply? If so, how do I check it?
