kg7 + athlon 1700xp, which is crashing my machine?

my machine keeps hanging at different stages of windows 98/2k install (cursor won't move, power off button doesn't work). processor temperature is low, the ram test says 'ok' so i assume it isn't that and the hard drive works fine on an older machine.
other hardware is a matrox 400 agp and a 350w power supply.

a) any ideas what the problem might be?

b) is there any way i can test whether the fault is with the processor or the motherboard?

Try raising the cpu core voltage a little (.25 or .5 volts) and see if windows will install. The other option is to set your fsb to less than 133. I would also check if your mobo is reading the cpu as a 1700 xp. If not, you may need a bios upgrade. If these suggestions don't work, I would rma both the board and cpu just to be safe.
