I currently just recevied a old P3 from a coworker running windows server 2000 small bus, all of it's components are dated and probably have alot of use. My problem is when it boots up all information sent to my moniter is blurred and random bits of code all over the page making everything barely deciferable.... The card is obviously still sending data to my moniter so it still works in some capacity but I can barely even try to trouble shoot the problem. Could a partly broken card still send garbled data to my moniter or could it be bad drivers as well? if anyone has any ideas on how to fix this or whats going on responces would be appreciated thanks

Check that the video card fan is spinning and not making any noise.
I had the same problem. The card was overheating at startup because of a fan problem.
