Soyo Dragon Plus and PCI problem

I cant figure this one out. I have the board working but no pci devices will work. If i put a pci vide card in all I get is power to the screen i never get a picture. Modem sound card none of these will show up. Any Ideas?

maxtor 40 gig ultra ata 100
maxtor 15 gig ultra ata 66
dvd rom drive and a burner

How many Watt is you powersupply. Maybe you haven't enough power to run with PCI card.
And which graphics card are you using?
