Is there a way to cap the FPS in Saints Row The Third

So I'm happy to say that Saints Row is now playable on the PC unlike the second game. But my question is... Is there a way to limit the FPS to like 30? My fps is going from like 40 - 60 but I like to keep my games at like one solid number. Also I'm using a 360 controller so it will play fine at 30 fps. Any help.

Also some of you may say to just turn on v-sync but that is not what I'm looking for.

You could download either Bandicam or Dxtory, they are screen recorders but you can limit the FPS even when you're not recording, Just tick the box and type in whatever fps limit you want (30fps)..Then you can hide the overlay so you down have the fps counter in games
