I bought Skyrim yesterday and have barely been able to run the game on my PC. Even with all of the graphics settings set to low, I still experience crippling lag during gameplay. And don't get me started on load times. I've literally waited 7-8 minutes for the game to load at some points.

I'm running an Asus Essentio CM1730-05. Specs: AMD Phenom II X6, 2.6GHz, 8GB RAM, AMD Radeon HD 3000.

I know the graphics card is beyond horrible, but is there any reason why I should be experiencing these issues, especially the load times? Any suggestions are welcome.

Skyrim only uses two CPU's out of your X6, and 2.6 GHz is kind of slow for the game which is more CPU-dependant.

And last, but not least, just as you mentioned, your graphics card will not do this game any justice. But mainly, your CPU comes into question in this case.
