does paste fill scratches?

I was scraping the thermal pad crap off of my heatsink and it left some surface scratches. If I rub a small amount of arctic silver over these, will it fill them in or do I need to buy a new heatsink?

I don't know what all the heatsink grease is called, but that is the ideal to fill in the scratches. I get a little lip on the heatsink where the CPU chip was and use a real fine sand paper and very lightly sand it just enough to get it smooth. I use sand paper, because that is the only thing I have to use right now. The heat sink must be flat and smooth, you don't want to use an object that will put deep or wide scratches on the heat sink.

Arctic silver will be fine. Unless you have huge gouges, scratches are nothing to worry about.

Or, if you prefer you can just sand them out.
