Movement stutter in games

I have a stutter problem in games but I mainly only notice it in first person shooters. Whenever I move and get close to an object I can tell that the game starts stuttering for some reason even though I have a high fps. I've tried everything possible to fix it including get new ram and fix input lag but I still can't figure out how to get rid of it. Is this even normal? It's driving me crazy lol

system specs:

Intel i5-2500k
Asrock z68 Fatality pro gen 3
G. SKill Ripjaws X 8gb
CORSAIR Professional Series Gold AX1200
Asus vg236he 3d monitor
Crucial 128gb ssd
WD Caviar Black 1tb hdd

just one? or two in sli?

have you checked utilization during such stutters? typically either something is topping out or in your case I'd assume that as you're looking at something close a wall the load decreases so much that it drops to power saving mode and downclocks

yeah its just one gpu, it does seem like its some kind power saving issue

You can force the card to always use max performance power consumption in nvcp
