IPC$

do these pose a security risk? and how can I disable them?or will this
affect the OS to function properly if removed?

Yes. They are well known.

You can't permanently. As soon as you reboot the machine they're recreated.

stopping ther server service seems to remove these shares. what kind of
problems would
stopping the server service create?

It sort of breaks networking in some subtle ways and has some cascading
effects.

You can try leaving that service stopped, but if you're running a LAN it
will break some things.
