Soyo SY-K7V Dragon Plus fans run no beeps

I just built a computer with Soyo SY-K7V Dragon Plus motherboard and when I try to cut it on all the fans run and the motherboard status light is on and the ethernet light is on but I get no video or beeps. I'm using a 250 wt power supply. Could it be a grounding problem or maybe my cpu is dead. This is my configuration.

1 Ghz Athlon Thunderbird
256 Crucial DDR 2.5 Cl
Creative Geforce 2 GTS AGP
Turtle Beach Santa Cruz Sound card

I've tried booting without any IDE devices connected and get nothing. Any help would be appreciated.

Try:

Removing the sound card

Reseating the RAM

Reseating the vid. card (it REALLY needs to be pushed in)
