System:

Motherboard: HP OEM harvested from dc7700 CMT
RAM: 3574MB Variable Frequency DDR2 (equalized at 233Mhz with lowest DIMM)
CPU: Pentium D 945 3.4Ghz 800mhz FSB
GPU: HIS Ati Radeon HD4670 1GB (Max OC'd in AMD Overdrive on ATI CCC)

Running Skyrim with:

1156x654 Letterbox
Low Shadows
Zero Grass
Everything else at Max.

I average 28-71 fps (avg 37fps) depending on load.

Everything cranked to max

18-35 fps (avg 27fps)

Tested in Fraps.

Call of Duty: Modern Warfare 3

1280x1080 (Native)
Everything at Max
43-72 fps
Also tested in Fraps

Also remember about a 10-15% drop with Fraps running...

Is this really even possible? And would 800Mhz 8GB DDR3 RAM do much to change this?

If you're planning an upgrade the 8GB will help a little but only if you have a 64bit OS.
I would recommend you upgrade your video card first.

Well vid card is gonna have to wait, but not too long. RAM is in order with a new motherboard in very short order.
