After installing Windows 7 on a new hard drive I then installed two new optical drives which have SATA connections. Now these show up in device manager and BIOS but neither will work.

Double check that both your power and data connections are secure on both ends (devices and motherboard). How did you install Win 7 in the first place?

Go to control panel -> administrative tools -> computer management -> disk management and check if they are listed over there... If that''s' the case check if they are online and have a drive letter assigned to them. Sometimes drives can get offline or there could be conflicting drive letter etc. In Disk management you can check those things out.

You can also try uninstalling them in device manager and then restarting your system. When detected, Windows 7 will re-install the devices and should assign drive letters to them. Good luck!
