hi, is it possible to have 2 taskbars on the same screen? Like one on top and one below?

Not by default.

Although there are many softwares that made a kind of taskbar - can't remember the names though - Perhaps check out the stardock website.

Or you could just drag the task bar up one level and have 2 on the bottom.

You might be able to find a hack out there to do what you want.. but I've only seen it done in MMOGs and even then, they didn't work all that well with far easier encoding.
You might be able to get a 3rd party app that would do it.. it would be a VB application most likely.
 
You can also draw folders to the every edge of the desktop and you get a tool bar of it.

The folder thing is good advice.

Make a new folder somewhere and put in the bookmarks, program shortcuts, or files you want to access from the toolbar. Right click on a blank spot on your start menu, click Toolbars, New, and select that folder. Unlock the start menu (if it's locked) and drag the toolbar up to the top, then lock the toolbars again. Right click the NEW toolbar, select "always on top" and it'll resize your screen so it's always visible.

The caveat is that open programs wont show up on this toolbar, just whatever objects you put in the associated folder.
