Bf3 30-40 fps Normal?

I got a question i can only get 30-40 fps during normal play, on battlefield 3 when playing 32 player games and i cant even play 64 player games .

is this normal for my specs and will overclocking my CPU help?

1600x900, low settings
e5500 @ 2.8
sapphire 6850
4g ddr3 ram
500w corsair psu


also lowering my resolution doesn't seem to help my fps

Correct me if I'm wrong, but usually when lowering the resolution doesn't impact fps at all, that implies cpu-bottlenecking. So overclocking your cpu could potentially help open up your GPU a bit.
