I am likely going to get a new x-superalien case. I have read the earlier post that gave it not the highest reviews. What are quality psu's that I should pick from. What qualities should I look for when picking a psu. The computer I am going to build will have:
p4 3.2
asus p4c800e deluxe
dvd rom with cdrw
1-2 harddrives around 80 gb
dvdrw on firewire
ddr400 512mb ram X2
ati radeon 9800 pro
floppy drive
Of course I want to add more components down the road.

I would set my minimum wattage at 400W, and look into Antec, Enermax, or Fortron, With Fortron you'll get more for your money, but those are the three choices I'd consider.

Is there a benefit to upgrading to a 500 power supply? How close am I to hitting my max with a 400w unit with the specs I listed?

I said a 400W minimum, that was allowing you some expansion room.

400 should be about right for that system, even with a few other things. Anything more is overkill. I agree, Fortron is best value and great quality.
