Is it OK to connect and disconnect case 12V fans while the computer is running? Is it better if I connect one fan after the other instead of all of them at once? I have a 400W no-name PSU if it matters...

I'm a nuclear reactor cooling system programmer, if you see me running, it's probably already too late.

Should be OK as long as it's not some 4Giga Watt turbo prop or something. Also, try not to short out the leads, for example don't touch the yellow wire to the black wire while you are performing this operation.

I guess I should also mention that the inrush current for a starting fan is larger than it's steady state current draw. This could cause voltage dips on power supplies which are at close to maximum load. Voltage dips can cause operational errors, but are not guaranteed to cause problems.
