300W PSU fan?

I would like to exchange the PSU fan found in my generic 300W power supply. Just would like to know what is the average noise and air flow found in PSUs. I was thinking of placing a Vantec Stealth Case Fan (SF8025L) 80mm . It has a noise of 21dBm and an airflow of 27CFM.

How much air does a typical PSU move? 27CFM not enough, hmm maybe I should get the Thermaltake Smart Fan II w/ temp. sensor control. It can be controlled manually or by automaticaly by using the temp sensor. Just curious where I would put the sensor. i.e inside the PSU or on the CPU?
