Power supplies are never rated accurately, and the most important part, the 12v rail, can be strong on some supplies and weak on others. I recommend a brand name unit to begin with. Fortron is your best buy, Enermax is very good, and Antec's True Power series is good (but expensive). There are a few other reputable makers such as Sparkle Power (uses Fortron), Herolchi, and Aopen, along with some premium supplies, but most of the rest are of dubious quality.

Most important part on PSU is now A on +12v (since pentium4 CPU uses 12v instead of 5v)
same price but enermax has 26A on +12v, Fortron has 16A (still good enough)

basically Pen4+ comp needs at least 290 watt (cpu, mobo, agp, 2pci, cd-rw, dvd-rom) and 15A on +12v. (so 16A is good enough unless you add more led lights and fans, those uses 12v as well)

I did some research and found mobo uses 0.3 A on +12v,fan 0.15~0.25A, harddisk 2A, dvd-rom 1.1A, cd-rw 0.8A, (about 6.7A total) Pen4 CPU about 8A total 14.7A(athlon xp 1800+ 6.87A, 2100+ 7.49A)
