Failure to boot up! help!

Hello, i keep getting this message on my dell netbook when i try to boot it up.. what do i do!!
"Windows had encountered a problem communicating with a device connected to your computer. This error can be caused by unplugging a removable storage device such as an external USB drive. ect.. info: an unexpected I/O error has occured
status: 0xc00000e9
