Graphics Card Power Prob

I just got the Asus G-force fx5950 ultra. After i put it in and fired my comp up it said it wasnt running at top speed cause of a lack of power. I have a Thermaltake Silent Purepower 480W power supply. What i am trying to ask is it that messege coming up really mean i have a lack of power or is it just a diver issue.
my Comp specs if ya need them are

asus a7n8x deluxe MB
amd xp 2800
Gfroce fx 5950 ultra
512 Corsair XMS 400mhz DDR ram

If any of you guys could give me some imput it would be great thank you

Do you have the power supply connector plugged in?

It's the same kind of connector that powers a hard drive.

Yeah its all plugged in and everything its pretty much the same setup as my old 5800 ultra but having probs witht his one
