Skyrim on my PC vs PS3

Hi i currently have Skyrim on PS3 but from what i can tell there will be alot more options if i switch to PC, here are my current specs for my PC and the best video card i could install would be HD4650 1GB from what the dell sight says....

Dell XPS 400
Intel P Dual Core 2.8ghz
5.00 GB Ram (3.5 Usable)
Radeon X600 Series ..... 128mb....

Yes, there would be more graphics options on a PC, but I don't think that PC would be able to play Skyrim better than a PS3 can.
Best you stick to the PS3 version.
