High processor usage

Hi, I seem to be having a problem on my windows 7{32bit} system. I have a core 2 duo 2.2 Ghz {E2200}, 2 gig ram. On the windows Taskmanager it shows high processor usage {50 to 90%} when the system is idle. Ram usage is 30 to 50%. The PC is for basic use and i do not run any processor intensive applications,Is there any way that i can reduce processor usage?
