Skyrim FPS issues

I have been having trouble running skyrim with decent framerates. I have tried adjusting the video settings but that does not seem to affect the FPS.

My Build:
CPU: Intel Core i5-2400 Sandy Bridge 3.1GHz (3.4GHz Turbo Boost) LGA 1155 95W Quad-Core Desktop Processor Intel HD Graphics
GPU: SAPPHIRE 100314-3L Radeon HD 6870 1GB 256-bit GDDR5 PCI Express 2.1 x16 HDCP Ready CrossFireX Support Video Card
MOBO: BIOSTAR TZ68A+RCH LGA 1155 Intel Z68 HDMI SATA 6Gb/s USB 3.0 ATX Intel Motherboard
RAM: G.SKILL Ripjaws Series 8GB (2 x 4GB) 240-Pin DDR3 SDRAM DDR3 1066 (PC3 8500)
PSU: COOLER MASTER GX Series RS650-ACAAE3-US 650W ATX12V v2.31 80 PLUS Certified Active PFC Power Supply

All drivers are up to date, as far as I know

How bad is it? I would think your proc would be doing ok.

I have a i7 920 @3.4 and a GTX580

Open world its smooth as silk, I do drop to about 25-30fps in cities, but its hardly game breaking.

The game only uses about 60% of my GPU, but my proc gets raped by the game.

first of all, if your in-game settings aren't affecting your frame rate then the problem is elsewhere. Check that CCC isn't forcing any settings.

I know you got an ATI card, but that guide is pretty general and should help you get the best fps for best visuals
