Could this be a power supply problem?

I'm having problems booting my computer up. When I turn the power on, nothing happens. My monitor gets no juice and neither does my keyboard. The CD drives' LED's do their usual blinking, then the activity LED comes on but it stays on and my comp just sits there. After about 10 failed attempts to reboot, I decided to just let it sit on like that for awhile. After about 15 mins I tried again and she booted up. Any idea what could be the cause of this?

  1. Shortly after I made that post, my computer crashed and then it tried to reboot over and over on its own. I threw in another mobo that I had and it did the same thing.
