Low FPS in games

When I play games like WoW i get like 20-70 fps and in swtor i get like 1-40. I am trying to figure out what the issue might be.

AMD Phenom 9500 Quad-Core 2.2 Ghz
nVidia 550 TI 1 gb ddr5
4 Gb ddr2 ram (2 corsair and 2 came with the computer)
550w Rosewill PSU
windows vista 32 bit

My theory is that 32 bit is the problem but im not really sure.

I have looked at the usage when i play swtor and my GPU never gets above 20% and only uses like 236 mb of vram.
CPU is at about 30-50%

Yes, your RAM utilization is being hampered by your 32 bit operating system. Especially if your playing any of your games in directx 9.

Upgrading to a 64 bit OS would be a wise choice.

Keep in mind the 550 ti is a mainstream graphics card and has its limits as well.

Try lowering the quality of shadows, always works for me.

check the clocks on your ram, your mismatch between corsair and some other random stick might be causing it to downclock. Also, as said above upgrade your OS, vista is terrible, I'd say running XP would be a better choice if you must stick with 32 bit
