Would I be able to run skyrim with a good fps with these specs?
AMD Athlon II X2
4GB DDR3 1333 RAM
GT520 DDR3 1GB Video Card

I can say that you can play on Hing performace....

with some tweeks you will be able to play at medium. your biggest issue is your gfx. its not a powerfull card but then again your cpu may not be that great eather...
there is a marked difference in performance from the low end athons to the high end 1s so leaving out the model leaves us to guess.

I can only assume that the game would play ok at low-mid range settings. That GT520, is really a low-end card, and won't be able to play games such as Skyrim really well. You should try lowering the resolution as well. And that dual core Athlon IIX2, well, not sure unless you tell us the model.
