How do the block coolers avoid water forming on them?

In Australia, during summer, it is very humid. Any significantly cool surface will quickly develop water condensation.

Water cooling can only cool to room temperature, which, unless you're routinely getting due on your furniture, shouldn't be a concern.

Like ept said, the only way you can ever have condensation on anything is if it's colder than the air surrounding it. Water coolers use a radiator to cool the water to, at best, air temperature.

Peltier or compressor type refrigeration cooling are the ones that have problems with condensation, yes. These can take it well below freezing(well, can before you start applying all the dissipated heat of an A64 or osmething). These setups you ahve to worry about condensation on, and generaly have various treatments(heating coil behind/under cpu, etc), to help fight this problem.
