Backing up the entire Registry

Please can someone clarify this for a newbie? I read in the Sybex guide to
XP Pro that it's not possible to fully back up the Registry using the copy of
Windows that's the object of the backup. A dual-boot arrangement is
necessary. But I've read on microsoft.com pages, and the Symantec site, that
a complete backup is possible apparently without booting a second copy of
Windows.

Do I need to create a special file/partition to back up to?

But pay no attention to the part about exporting the entire registry through
regedit.exe as this is useless for restore purposes.

A couple of ways; use the operating system's restore points or use
regback.exe/ regrest.exe from the Windows 2000 resource kit.
