Steam internet problem

I have this problem with steam where very less bandwidth is being allocated to steam.
I mean if i'm downloading a file from the net it downloads at about 120 kbps
But if a game update or anything is being downloaded via steam it only downloads at about 50-60 kbps.
+ I get very bad ping on steam servers on any multiplayer game on steam like mw3 but my ping is absolutely fine on the BF3 servers.
Please help.

your ISP has routing issues with steam servers
I was playing some MMO that had servers in SF,CA. The lag was horrible, however if I pinged LA, CA the ping was half of what I got for SF. If I did the same pings from my university network, both came back with excellent results. So, things like this typically fall under ISP fault
