I was just wondering if a 400watt psu ALWAYS uses 400watts, or if it draws less power when it's doing less. That probably sounds really stupid, but i've no real idea with electronics, so if anyone could help me out that would be really cool :) cheers.

That is just the max load you can put on it. You are using only what your devices are using.

A 400W power supply will tend to use 300-600W depending on the load you put on it.
