Best Upgrades to run WoW on my computer...?

Okay so I currently get around 45 fps in non-crowded areas and like 15 in crowded areas all in LOW quality. I want to know what I can but/upgrade/download to increase this to like 60 fps all on ultra. My current computer specs are:

-Windows Vista Home premium
-Dell Inspiron 546
-AMD Phenom 9650 Quad Core processor 2.30 GHz
-4.00 GB RAM
-64 -bit operating system
-ATI Radeon HD 3200 Graphics
-1024 x 768

My budget would be like 300$ max.

Tell me if there's any more information needed.

I might consider just building a new one all together but for now I'm just looking at upgrades.

it would help to know what motherboard you got (ie if you got PCI slots available) also, what is your PSU rating?

Ehh I haven't check my PSU rating and none of the software I've tried can tell me my motherboard...

try hwinfo 32 or 64 depending on your OS
