Replace PSU?

PC wont boot and sometimes wont even POST
Bios reporting the following Voltages:

VCC (2.5) reporting 2.29
I/O (+3.3) reporting 3.2
+5 reporting 4.6
+12 reporting 10.9
-12 reporting -10.8
-5 reporting -4.6

These measurements with only a floppy and 1 HD connected. I disconnected my optical drives.

The p-o-s power supply is 450w made by L&C ?!? what can i say...it came with the case.

That 12v rail is really really low. If that is acurate you will definatly want a new psu. They really arn't that expensive so it won't leave a gaping hole in your wallet
Just get an antec or fortron source.
