Free or paid for ?

I mean if all you want to do is string some clips together and have a few transitions between them, then Windows Movie Maker is more than fine.

However, I am a BIG fan of 'Sony Vegas' video editing package. Having used Adobe Premiere, and even Avid Express I'd say that Vegas is a lot more 'newbie' friendly. It's got good codec support for output too, the import formats that it accepts aren't as amazing (it's support for stuff like Xvid and DivX is a bit wonky, some files it likes and other it doesn't). I recommend running stuff through a free program like 'Format Factory' first which will put more exotic files into more vanilla formats (also works for converting FLVs downloaded from YouTube or the like).
