When I use Windows perfmon to log the system performance, I get:
Date Time % Processor Time
5/27/2005 17:56 8.75
5/27/2005 18:01 4.30
.....
My question is: Does the time stamp show the Begin Time, or the End Time, of
the (5-minute) interval? Is 8.75% utilization over the 5-minute interval
ending at 5/27/2005 17:56, or the 5-minute interval starting at 5/27/2005
17:56?

Actually it's neither. It's the time stamp of the snapshot.
