12v is actually 10.8
5v is actually 4.5
3.3 and core OK.

I think PSU is more likely the culprit than MB, but how can I tell?

Yup PSU prob.
Just got the FSP Blue Storm 500.
It works a treat, so as well as solving my problem I'm now ready for upgrade next year (unless ATX 3 turns up).

Out of curiosity, is it even possible for a motherboard to cause low voltages? (I mean other than the obvious way of using electricity.) I always figued this strictly for a power supply problem.
