What picture, your desktop background, some picture you are just looking at? If the image size is greater than your screen resolution, it will scroll. You need to give more details, what monitor are you running, what type of video card, what's your resolution set to?

It's perfectly normal to have images larger than the monitor can display fully. Most programs can resize the images to view fully on the screen.

Right click on your desktop, go down to personalize.
Click on the Desktop Background bottom/left of page.
Click on Picture Position: Try (Fit) or (Stretch) and then save changes.
