electrical Shock

Okay here is a good question (BTW, I am a NOOB).
I have an older comp (AMD 1800+, Shuttle mobo), that I just brought with me to Belgium (220 volt).
Whenever I plug the monitor into the vid card, the PC case gives me an electical shock. I changed monitors, still got a shock. I changed power cable and monitor cable, still got a shock. Changed the transformer (only one plug near wall, so computer/monitor are still set to 110). Still got a shock. Changed the power surge protector, still got a shock. I've shut the entire thing down until I can find/solicit a solution.

something isnt grounded correctly. Is there a selector on the power supply for 115 or 220 volt?
By transformer you mean to drop from 220 to 110 volt right?
