Can't disable Windows Messenger

Is there any way of turning off Windows Messenger, despite several attempts
to disable it, it just appears again every time I turn on.

To date I have

1. Uninstalled it in Add/Remove Programs
2. Disabled it in the Startup tab of Msconfig
3. Taken it out of the Startup folder
4. Disabled it in the "Services" section of administrative tools.

I'm shocked that all of this has failed to disable this annoying piece of
software (incidentally I DO use MSN messenger 7, not Windows Messenger, which
is apparently pointless apart from being a major security flaw.

Hope someone can help me
