nic problems...won't install

I just installed a brand new belkin network pci card on a 3-year old hp computer. I was going to use it to link to my new computer i built and copy some of the files over and set up a network for cable modem. so i installed it and it never gave me the "new hardware found" screen when i turned it on. it also cannot be found when i manually try to install it. i would appreciate any advice.
