I installed a commercial application (File Notes Organizer), but there
were problems, and I uninstalled or tried to. The installer still comes up
to reinstall it, however, whenever I right click on any folder. This
despite my cleaning the registry of all entries containing "File Notes
Organizer" or "fno3" and removing any related entries in the ARP cache.

Here's what now happens: When I right click on any folder the installer
comes up saying it is installing fno3. Then produce the following error
Internal Error 2718 {D4C96257-BDE9-4549-96E2-0EA6D400FE3D}.

Any idea of what's causing this and how to remedy it? I have e-mailed the
developer of fno as well.

Windows Installer Error Messages
Windows Installer errors have an error code of 1000 or greater. The
error codes numbered 1000 to 1999 are ship errors and must be authored
into the Error table. The error codes numbered greater than 2000 are
internal errors and do not have authored strings, but these can occur
if the installation package has been incorrectly authored. For a list
of reserved error codes, see Error table.

See Error Codes returned by the Windows Installer functions MsiExec.exe
and InstMsi.exe.

Developers of installation packages can also test the internal
consistency of their packages by using Internal Consistency Evaluators.
For more information, see Internal Consistency Evaluators - ICEs.

Code Message Remarks

2718 Missing package name for product code'[2]'

Hope this helps you.
