I have two O/S Linux and window 7. I want to be able to shut on down and load the other O/S without restarting the Computer. Is there a way I can make the this happen?

Afraid not. You could run one inside the other as a Virtual Machine but the installations you already have run entirely separately and controlled by a boot manager.
