I get the above message that "Spooler Sub system has
encounterd a problem and needs to Close" All of the
printer icons are missing and am not allowed to add new
printers without getting this message. ECP printer port
shows in Device Manager. Any ideas

Try this:

Go to the folder c:\windows\system32\spool\printers. If there are recent files, cut them to an other location (for backup if this doesn't work). Then restart Windows XP.
I had this problem and this solved it.
