Splinter cell pandora tommorow

I'm playing splinter cell pandora tommorow on a labtop. Will I have to use a controller (control stick) to make fisher move slower? I can't get past this part because Fisher is moving too fast.

I think you can set his movement speed using the scroll wheel on your mouse?

I changed the controls to go forward and backwards to the mouse wheel and it doesn't work.

As far as I can remember, it worked for me without having to set the controls specifically for the mouse wheel, those were the defaults for me.
