Code 43

Hello,
I have a rearview bluetooth vtb99 mirror, two things when I plug it into the computer its says error code 43, secondly I can get it paired with my phone but cant get my numbers on my phone to transfer over, any help would be great

A code 43 error is Window's way of saying it thinks the device is broken.
