Damm Celeron

I have an 400 Mhz Celeron(Mendocino) on a Via Apollo Pro based mainboard. Through BIOS, if I try to set the FSB to 75 which will result in a 450 Mhz frequency, the system crashes (Winows will not load signaling some kernel error). My question is: shuold I buy a bigger cooler or else whats the reason ?

first off it could be a lot of things. is your memory rated for at least 100 fsb or at least 10 ns. chips on it?

After you check the memory, and put a new cooler try increasing voltage, change bios timeings, adjust AGP & PCI speed, i am shure i forgot to mention something ...

Yes, like Mordy said, increase your voltage if you can. With proper cooling this should solve your problem.
