Cooling on a T-bird 700

My 700 T-bird idle temp is about 40c and underload will rise to about 45c, I'm using a double HeatSink fan(generic)
I know cpu can handle more than that. My question is should I also input a intake and outtake fans in the front and rear of my tower? Also My chassis temp is 35c on avg never above that, And board temp about 26-28c. Also would a better HSF be more important than the addition fans?

I have a case fan drawing in at the (bottom) front and out at the rear (top). I also have a hole cut in the mobo side on the rear of the chip and have a fan cooling it's backside(big improvement from that).
MOst importantly I have a good heatsink fan (GW FOP38). I'd ditch the generic one if I were you (especially if you are going to overclock), it's more likely to crap out, especially if it isn't a ball bearing fan.

My mobo temp is 22C and chip temp (idle) is 29-32C.

But your temps aren't terrible.
