PRL 50238 has been released and here are the changes compared to PRL
50233. Some of the details of the SIDs were obtained from
http://mallard.rainyday.mb.ca/~dialtone/ and www.mountainwireless.com
and http://www.ifast.org/SIDtables.htm
Some changes in priority and changes from A to D/A may not be noted
along with any other changes that I may have missed.

I would classify this as a medium sized changed. Some new roaming
partners, along with some swapping from RM to FRL to FRM. Also, the
loss of 1 FRM partner. Overall I think it looks good.

VZW = Verizon native area - no triangle
FRM = Free Roam/Extended Network - no triangle
FRL = Free Roam/Extended Network Limited - flashing triangle
RM = Roaming - solid triangle
NEG = Negative Entry - will not roam on this provider

former Mountain Cellular -- they probably moved it back to Extended
since it isn't fully integrated with the rest of VZW yet. I recall
the same sort of waffling with the former Price areas in GA/AL (the
analog SIDs in the ex-Price areas are *still* listed as Extended even
though they're native VZW coverage)

It looks that pretty much all of MS (except for some areas in northern
MS where Unicel is 850A and Cingular is 850B -- but Cellular South
does have some 1900 in those areas) is now included in AC! I figured
this would happen sooner or later. :)

This is since ALLTEL took over MobileTel...and will greatly improve
service in that part of LA (VZW doesn't have much coverage outside the
major highways, and IIRC very little coverage in Lafourche Parish --
the former MobileTel's home turf -- in particular) That said, I
thought MobileTel/ALLTEL already had CDMA there...

Hmm...between these and SIDs already in the PRL (3002, 3034, 8863,
etc.), pretty much all of Commnet Wireless, except for the
Commnet-managed MoCelCo partnership that serves the Hannibal, MO area
(VZW, like most other CDMA and TDMA carriers, uses USCC there), is now
in VZW PRLs.

(Excomm is Commnet Wireless. The Palimino sites, which are around
Terlingua, TX and Big Bend, are managed by Commnet but don't appear to
be actually *owned* by them, similar to the situation with Commnet
managing sites owned by Great Western Cellular Partners in Minnesota
and the MoCelCo partnership.)

Most of these make good sense (certainly 3034 = Kernville/Lake
Isabella, where the only other carriers are Cingular and T-Mobile),
but including 1949 seems like overkill, since VZW will still prefer
ALLTEL (SID 74) over Commnet in Mountain City and Commnet is much more
likely to turn GSM up there (mostly for Cingular -- although I expect
Cing and/or SunCom will turn up native GSM there first, if they
haven't already; I haven't been up there in a year or so) than CDMA.

I've stopped counting how many times US Cellular SID's have been added and
removed on the Pacific coast. Each time this happens it has a dramatic
impact on coverage area in my neck of the woods.

None of the Oregon SID's have been removed this time around, but it really
makes AC a volitile plan for me. I have another year on a Verizon contract.
After that I think I'll try one of the non-roaming carriers like Cingular or
Sprint with their F&CA plan.

Dan,
Have you been using USCC in these areas? If so, have roaming charges been
appearing and disappearing along with the changes in the PRL? I too have
finally switched from SRW to AC and can't find areas anywhere nearby that
ever change, in or out.

Given that the PRL change is only days old, I have not this time around.
It's a sore spot with me due to past experience with this type of change.
Specifically 2002/2003 timeframe. I have been using US Cellular roaming in
southern Oregon coastal areas as recently as this past weekend, but the
removal of SID 1059 should not effect those areas.

I have been charged roaming fees both in Oregon and California for using US
Cellular SIDs that had been previously included in the PRL and then removed.
I called to complain, and the charges were reversed. I was instructed to
update my PRL (where the new PRL had those SIDs marked as unfriendly roam).
Verizon CS also confirmed for me directly the coverage loss that I had
experienced. I asked to be relieved of my contract due to the dramatic loss
in coverage in the AC plan and was told no-- even after email to their
executive office. At that time (2002/2003) I changed to a local plan which
included the necessary local coverage. A few months later the US Cellular
coverage I depend on was re-added to the AC plan and I switched back to AC
again. I have since made calls on the US Cellular SID's that had once been
billed as roaming, and not been billed-- at least here in Oregon.

The newest change removing 1059 in northern California could only effect me
on average about once a year when I like to travel in the area for
recreation. In the past, US Cellular SIDs have been removed from Oregon
which has a major impact on coverage that I use frequently. Bear in mind
that US Cellular has more geographic coverage in Oregon than Verizon, and
provides nearly all of the rural coverage in the state for several carriers
including AT&T/Cingular (for analog roaming -- i.e. TDMA/analog).

So, yes, absolutely. I have been charged roaming on SID's removed from AC
in my area, and later not charged using the same SIDs after they were added
back again. I have not been charged for any roaming on AC in recent time
(it's been more than 1 year).

Our local Verizon rep told me AC coverage was increasing and not decreasing.
I showed him my bill, and he simply apologized. He claimed to have taken
the issue up with his higher-ups given that the dramatic loss in coverage
would impact sales in Oregon. Ultimately I suspect Verizon is in some kind
of fight with US Cellular over roaming fees, and Verizon has proven ability
to not bluff when it comes to removing a carrier from their preferred
roaming list. I suspect this leads to US Cellular's periodic inclusion and
exclusion from the PRL and billing system. Given that the "war" is being
waged with real customers my distaste for Verizon has grown. I have a year
on my existing contract, so I'll be around at least until that time arrives.
And then, sadly, may still decide Verizon is better than the "non-existent"
competition.

I'm really glad to hear you haven't had any issues with AC and I hope it
stays that way for you.

I have a basic problem with any contract wireless service which has a
changing coverage area. These changes have directly effected me more than
most folks I've seen report, and it seems far northern CA, OR, and WA get
the brundt of this more than other places (which all happen to be places I
travel frequently). I live right on boundries of native Verizon service
(both S and E) so I roam quite a bit, and mostly on you guessed it- US
Cellular. Incidentally, US Cellular does not provide service in Eugene
proper, but about 15 miles south from here they have service. I
subsequently cannot select them as a provider.

Try out both in your area and see how they are (when you're ready to
switch). I'm wondering if Cingular's coverage will improve as the GSM
network mess from AT&T Wireless is cleaned up...but of course that will
take some time.

Yes, thanks for the sound advice. I use data, and cingular's $20 unlimited
option looks good to me. I like that Cingular folks can roam and still use
data. Here in Oregon, Cingular's data footprint is virtually everywhere
they provide service. Verizon's data footprint is extremely small in Oregon
geographically speaking.

The basic reliability of voice service will always be my top concern, and to
date, Cingular hasn't addressed long-standing over-capacity and in-town
coverage issues where I live.

I don't know what to make of USCC these days -- while they do have a
*really* long history of playing roaming games nearly as long as that
of Sussex Cellular in NJ (you can find Usenet posts from yours truly
back in '96 or so complaining about USCC "gouging" cell-phone users in
Chattanooga, TN traveling to Knoxville and to Dalton, GA), USCC has
gotten a lot better with roaming relationships in the past couple of
years.

That said, I think pulling 1059 this time around was because of VZW
having concern over in-market roaming in Lake and Mendocino counties
(a concern that is VERY badly misplaced, IMO, given that this is an
area that VZW itself has admitted is troublesome, not to mention one
that VZW gets a lot of bad online press about from a very squeaky
wheel) and/or cheaper roaming from Cal-North in the northern part of
the 1059 coverage area and *not* any fighting with USCC.

I didn't say I haven't had any issues, I just started with it at the
beginning of the year. My travels are about to start. I'll be making calls
on "old friends" even though they're not Preferred in the PRL. The locals
insist they ARE in the AC list, I know they're NOT, but until this year I
didn't have the bills to prove it either way using the SRW plan.

My comment was based on the fact that all the SID's around me have remained
stable in the PRL since the beginning. It's kinda boring, but I do still
use Sprint. Yes, even with AC, I'm still using PRL 42007 (NAM 2 has 52038
;-) )

And now there have been three sources that refer to AC going No-Roam, so my
test calls may be for naught. Gee with no areas to discuss whether they are
in or out of AC, what'll we talk about. Bluetooth?

have, but if I was Verizon, I would make AC a truly no roaming plan. I'd
either simply do it, at no additional charge to the customer, or go ahead
and offer it as a $5/mo option for people like me that care about esoteric
coverage. Either way, it would be more inline with what the competition is
doing now.

I certainly enjoy the dialog in these groups and probably won't stop
discussing things even after I have nothing to complain about :)
