The fine print says that the 1000 minutes expire in 60 days How is
one going to change their usage habits to use their cell phone an
additional 16 2/3 hours in the next two months?? I think this is a real
low-cost way to hook someone in a two-year contract.

I'd take the $10.... we didn't use all of our 400 min shared between 3
phones before I upgraded to 500 min.

My guess is a little 'housecleaning'. A good number of people complain
"I never signed a contract!" so now when someone signs a verbal
contract, they get a confirmation letter. So someone will call,
confirm they signed the contract (verbally) and get free minutes, or
call up and say "Hey, I never signed or agreed to a contract!

I once received a call on my cell phone (VZW as the carrier), during the
day, while at work, in the middle of doing something. I thought the call
was simply a courtesy to see how I enjoyed my service, but I also knew
only my family had my number. About a week later, I received a letter
from VZW showing I had signed up for a new one year contract. I called,
complained, had the contract voided, and told customer service to remove
my cell number as a way to contact me, and to include a note to only call
my landline number if they need to reach me.

If that is the case, it is a good idea. That way if a CSR doesn't
properly explain or people don't understand (sometimes they may be
ignorant, sometimes there may be a communication barrier, it could be
anything), it would give people a chance to verify.
I think I'm lucky because I took an ATTWS plan post-merger, and Cingular
confiscated all forms, so I didn't have to sign anything. However, I
got such a good plan I will probably keep it for years to come.
