Outlook Express (OE) uses Internet Explorer (IE) settings for printing. To
control the OE message body print size:
IE4: View, Fonts
IE5+: View, Text Size
For margins, see in IE: File, Page Setup

If the left margin is already set to minimum, another tip I've picked up is
to go into IE and type "&b&b" (without the quotes) in the footer section of
page setup, which centers the message on the
page.
