Low FPS in WoW Cata

Hello everyone, I would like to get some opinion on why my FPS is as low as 4-10 on lowest possible video settings. Tryed everything, removing addons, playing in windowed mode, reseting all the settings (removing few folders) nothing really helped. Raids of 25 people are dramatically impossible to play, i have FPS of about 1-2 at the time.

My PC is as follows (checked in system req. lab and it passed recommended):

P.S. It seems to be because of CPU, I have opened WoW in windowed mode again and ran task manager, cpu usage seems to be at 100% most of the time..

I am thinking if there is a point in the CPU (to something like e6600), or is it the problem that can be solved without that?
